Per Drop More Crop (PDMC) — the micro-irrigation component of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) — is the primary route through which most Indian farmers access government support for drip and sprinkler systems. The scheme structure is well documented; what trips up a large share of applicants is the compliance and documentation path, not eligibility itself.

The subsidy structure, briefly

Under the central scheme, small and marginal farmers are generally eligible for a higher subsidy share than other farmers on microirrigation installations, with several state governments layering additional top-up support on top of the central assistance. Because the exact combined figure varies by state and is revised periodically, it's worth confirming current rates with the implementing agency at the time of application rather than relying on a fixed number — but the underlying principle is consistent: subsidy share depends on farmer category and state-level policy, and both need to be documented correctly in the application.

Where claims actually get rejected

In practice, PDMC claims are rejected or delayed far more often for avoidable reasons than for genuine ineligibility:

  • Technical specifications that don't match scheme guidelines. Installed component specifications — emitter discharge rate, spacing, filtration — need to align with what was approved in the technical sanction, not just with what a vendor supplied.
  • Land record and ownership documentation gaps, particularly for tenant farmers or those farming on leased or shared land, where the documentation requirements are stricter and less forgiving of gaps.
  • Installation-to-verification sequencing errors. Many state implementations require a specific sequence of dealer registration, technical sanction, installation, and physical verification — completing steps out of order is a common, entirely avoidable cause of claim rejection.
  • Component sourcing from non-empanelled or non-BIS-compliant manufacturers. Scheme guidelines typically require components from BIS-certified, state-empanelled manufacturers — using non-compliant components disqualifies the claim regardless of installation quality.

A practical roadmap

  1. Confirm current eligibility and subsidy structure with the state implementing agency before committing to a system design or vendor.
  2. Align the technical design with scheme specifications from the outset, rather than designing first and checking compliance afterward.
  3. Source components from empanelled, BIS-compliant manufacturers and retain the certification documentation.
  4. Follow the state's prescribed sequence for registration, sanction, installation, and verification exactly as specified.
  5. Retain complete documentation — land records, technical sanction, installation photographs, and component certificates — in the format the implementing agency requires.

Why this is a technical problem as much as an administrative one

Most subsidy claim failures aren't disputes about eligibility — they're the result of a technical design or documentation decision made early in the process without full visibility into scheme requirements. Getting the technical specification and paperwork aligned from day one is significantly cheaper than resolving a rejected claim after installation.
