Navigating BIS Standards for Microirrigation Components: A Compliance Checklist

The Bureau of Indian Standards (BIS) publishes a series of Indian Standards (IS codes) covering microirrigation components — and for one of the most common components, compliance isn't a competitive advantage, it's a legal floor.

The core standard: IS 13487

IS 13487 — Irrigation Equipment: Emitters, Specification — governs drip and trickle emitters, covering flow rate accuracy, the pressure-discharge relationship, manufacturing variation (coefficient of variation), clogging resistance, and dimensional requirements. Certification against IS 13487 (the ISI mark) is mandatory for emitters manufactured, imported, or sold in India. This isn't a standard manufacturers can choose to skip.

The systems standard: IS 10799

Where IS 13487 governs the component, IS 10799 governs the system — it specifies recommendations for the design, installation, and performance evaluation of microirrigation systems, including trickle, drip, subsurface, bubbler, and spray irrigation. For implementing agencies and contractors, IS 10799 is often the more relevant reference, since it speaks to how a system as a whole should be designed and evaluated, not just how an individual component should perform.

A practical compliance checklist

For manufacturers and implementing agencies working through BIS compliance, the questions that come up repeatedly:

  • Is the specific component category covered by a mandatory or voluntary BIS standard? Not every microirrigation component carries a mandatory certification requirement — knowing which ones do changes your compliance timeline.
  • Is your testing documentation current? BIS certification isn't a one-time exercise; ongoing compliance depends on maintained testing records and periodic surveillance.
  • Does your technical file match what's actually being manufactured? A mismatch between certified specifications and production reality is one of the most common issues that surfaces during audits.
  • Are your tender specifications citing the correct IS code? Government tenders for microirrigation works routinely specify IS 13487 or IS 10799 compliance — contractors need documentation ready before bidding, not after award.

BIS compliance exists because emitter performance directly affects whether a microirrigation system delivers the water-use efficiency it's designed for.
